摘　　要：国际伦理研究的根本理论任务就是揭示国际伦理的发展规律。目前国际关系学界只是从外表形态上,即双边伦理、多边伦理、全球伦理等形态上去研究国际伦理。该文以国际法为基准线、以国际伦理为表现形态的视角,揭示国际伦理围绕国际法上下摆动的走势发展规律;侧重从国际伦理的深层,首次提出人类国际伦理从敌对性伦理发展为竞争伦理与敌对伦理并存,再发展为合作伦理为主流的内在发展规律。同时,该文反对以以往历史简单替代发展观,提出历史发展增厚论。现代国际伦理虽然已发展到全球伦理时代,合作共助、和平发展应是21世纪伦理追求的理想方向,但国际伦理的主流仍是主权竞争性伦理,在很多时候仍包含敌对性伦理。因此,不要幼稚地认为,敌对伦理已成历史,还要慎防敌对伦理的回潮,追求合作共赢伦理以构建人类命运共同体的路还很漫长。The fundamental theoretical task of international ethical research is to reveal the development rules of international ethics.At present,scholars of international relations field only study international ethics in terms of appearance,namely,bilateral ethics,multilateral ethics and global ethics.From the perspective of international law as the baseline and international ethics as the form of expression,this paper reveals the trend and development rules of international ethics swinging up and down around international law.From the viewpoint of international ethics,this paper first proposes the idea that the development of human ethics is from hostile ethics to competition and then to cooperative ethics.At the same time,this paper opposes to the historical simple alternative view of development,and puts forward the theory of historical development.Thus,even though the modern international ethics has developed into the era of global ethics,peace and development cooperation should be the ethical pursuit of the ideal direction of 21st century,but the mainstream of the international ethics is still based on sovereign competitive ethics,which in many cases still exist hostile ethics.Therefore,we should not think that the hostile ethic has become history,and should be careful in preventing the return of hostile ethics.It is still a long way to pursue the ethic of win-win cooperation and build a community of shared future for mankind.
