摘　　要：“灾”是指自然的突发事件或社会的意外事件,而“害”则是“灾”的社会后果。“灾”未必会造成“害”,只有当人类社会的响应机制不及时不到位时才会造成“害”。社会性次生灾害被忽视的远比被提及的多,大致有四种表现形态:系统暂停引发的依附性次生灾害,市场失灵引发的供求性次生灾害,就业受阻引发的收入性次生灾害,以及刺激过度引发的精神性次生灾害。大致有三种生成逻辑:社会解组逻辑,塔斯马尼亚效应逻辑,结构脆弱性逻辑。其治理框架为:一是充分发挥中国特色应急体制制度优势,二是逐步建立健全多元共治社会治理格局,三是尽快畅通应急管理响应体系的堵点痛点。Disaster is a natural emergency or social accident,and harm is the social consequences of disaster.Disaster will not necessarily cause harm,only when the response mechanism of human society is not timely and in place,it will cause harm.Social secondary disasters are far more neglected than they are mentioned.There are basically four manifestations:the dependent secondary disasters caused by system suspension;the secondary disasters of supply and demand caused by market failure;the income secondary disasters caused by blocked employment;the mental secondary disasters caused by excessive stimulation.There are three types of generative logic:social disorganization logic;Tasmanian Effect logic;structural vulnerability logic.The governance framework is as follows:giving full play to the advantages of emergency response system with Chinese characteristics;gradually establishing and improving the pattern of pluralistic co-governance;unblocking the emergency management response system as soon as possible.
