我国政府机构改革的范式与路径研究——基于结构功能主义的视角

摘　　要：我国政府机构历经数次改革,政府职能与机构配置更加完善,行政效率与公共服务能力有了很大提升。在新的历史起点上梳理和总结政府机构改革实践,从政府机构改革的职能结构、组织结构和跨系统环境结构3个维度,对结构功能主义分析视角下的机构改革进行历史和整体分析,总结出机构改革要实现政府职能与组织结构的良性互动,政府系统与党的机关、立法机关、司法机关、监察机关等国家机构的协调,以及政府同市场和社会系统良性互动的改革范式框架。在分析政府机构改革实践的基础上进一步提出政府机构改革的发展路径,包括以继续深化转变政府职能为载体界定政府机构改革基础、以组织结构和机制流程的整合为政府机构改革重塑框架、以党的领导和跨系统的协同为政府机构改革凝聚合力3个方面。The government has gone through several institutional reforms,the government’s functions and institutional settings,administrative efficiency and public service capacity have been greatly improved.Reviewing the previous reform of government institutions from the dimension of the government’s function,structure and external environment,this paper concludes that the government’s institutional reform should realize the benign interaction between government functions and organizational structure,manage the relationship among the government and the Party,the legislature,judiciary authorities,the supervisory organs and other state organs,and form a framework with the benign interaction among the governement,market and society by analyzing the institution reform from the perspective of structural functionalism.Based on the analysis of government institution reform,this paper further proposes the development path of the reform,including considering the government transformation as the carrier to define the transformation basis,shaping the reform framework with the integration of organization structure and mechanism process,and cohering all the forces through the Party’s leadership and coordination of cross-system.
