市场监管模式下的食品药品安全网格化智慧监管研究

摘　　要：推行网格化监管,是落实饮食用药安全政策、推进市场治理体系治理能力现代化、提升市场监管能力的有效途径和方式。本文基于市场监管体制存在的问题和挑战分析,探讨网格化智慧管理体系中的制度文件、社会共治和协管员制度等问题,设计“智慧监管云平台”下的网格化智慧监管模式,旨在实现网络全覆盖、数据全覆盖和监管全覆盖的监管目标,并提出协管员制度、拓宽政府购买、第三方服务、信息沟通和大数据利用等政策性建议。The implementation of gridding supervision is an effective way and method for the application of the food and drug safety policy,promote the modernization of the market governance system,and to enhance the market supervision capability.Based on the problems and challenges of market supervision system,this study discussed the institutional documents,social co-governance and coordinator system in the gridding intelligent management system.Then the study designed a gridding intelligent supervision model under the Intelligent Supervisory Cloud Platform,so as to achieve the full network coverage,full data coverage,and full super vision coverage.The study also provided recommendations on policies concerning the coordinator system,broadening government purchases,third-party services,information communication,and big data utilization.
