美国公立高校学生资助的成果导向模式探究

摘　　要：随着美国政府日益强调高校的办学成效与收益,在学生资助上以办学成果换取政府资助的理念在政策制定者中日益盛行。成果导向资助模式建立在绩效导向资助模式的基础上,它呈现出多样性和动态性的特征。其设计原则有:将学生资助与政府目标进行捆绑;设计广为接受的成果目标;面向所有公立高校;强化高校之间的差异性;奖励在服务弱势学生方面获得成功的高校;关注教育质量。具体实施策略为:注重各利益相关者的充分参与;加大资助力度;与责任中心管理模式配合使用;渐进实施。As US government increasingly emphasizes university operating effectiveness and profit,the idea of using university outcomes to exchange for government aid on student aid is becoming increasingly popular among policymakers.The outcomes-based funding model is established on the basis of performance-based funding model.It has characteristics of diversity and dynamics.Its design principles are:tying student aid to government goals;designing widely accepted outcomes goals;including all public universities;reinforcing differentiation of universities;rewarding successful universities in serving underrepresented populations;and addressing education quality.Its Implementation strategies are:involving major stakeholders;increasing funding;combining outcomes-based funding model with responsibility centered management model;and implementing gradually.
