贵州民族地区基础设施建设融资模式研究——以PPP融资模式为视角

摘　　要：PPP融资模式主要应用于基础设施和公用事业建设领域,由公共部门与私营部门以契约方式签订正式协议,各自发挥优势,提供公共产品服务,分担风险和共享收益,是一种公私合营模式。贵州的经济发展滞后,民族地区基础设施薄弱,为加快民族地区脱贫致富和巩固已取得的成果,引进PPP融资模式来减缓贵州省的财政负担,显然是一条有效的途径,对发展民族地区基础设施建设作用巨大。PPP financing mode is mainly applied in infrastructure and public utilities construction.The public sector and the private sector sign formal agreements by contract,giving full play to their respective advantages,providing public goods services,sharing risks and benefits,which is a public-private partnership mode.The economic development of Guizhou is lagging behind,and the infrastructure of minority areas is weak.In order to speed up and consolidate the achievements of poverty alleviation and prosperity in minority areas,the introduction of PPP financing model is an effective way to alleviate the financial burden of Guizhou province and plays a great role in the development of infrastructure construction in minority areas.
