城市创新功能单元视角下的特色小镇建设管理路径优化--基于深圳创新型特色小镇的实证分析

摘　　要：采用实地调研法、问卷调查法和访谈法,分析了深圳特色小镇建设管理现状,结合SWOT分析,提出在粤港澳大湾区创新型城市建设和深圳产业总体布局下,将特色小镇作为城市创新功能单元,可以通过科技创新和金融创新重点培育战略性新兴产业,与深圳创业文化、国际时尚元素及社区功能叠加融合,形成产城融合、功能多元、集约立体的单元开发模式,分层分类推进创新型特色小镇建设管理。从政府顶层设计、优化空间布局、创新管理模式、完善细化政策文件、引入第三方考核、推行准入和淘汰机制等方面提出创新型特色小镇建设管理路径优化对策,为同类型特色小镇建设管理提供参考。Combined with SWOT analysis,it is proposed that under the construction of innovative cities and the overall layout of Shenzhen's industry in Guangdong-Hong Kong-Macao Greater Bay Area,the characteristic towns can be regarded as the innovative functional units and the integration of entrepreneurial culture,international fashion elements and community functions in Shenzhen,forming a unit development mode of industry city integration,multiple functions and intensive three-dimensional,and promoting the construction and management of innovative characteristic towns by layers and classifications.From the top-level design of the government,optimization of spatial layout,innovation of management mode,improvement of detailed policy documents,introduction of third-party assessment,implementation of access and elimination mechanism,this paper puts forward the optimization scheme and constructive proposal for the construction and management of innovative characteristic towns.
