摘　　要：生态文明建设是建设美丽中国的核心指引,是关系中华民族永续发展的根本大计。生态优先、全域管控和精明增长是国土空间治理的根本。文章首先阐述生态优先、全域管控和精明发展三大逻辑认识,深刻剖析三大逻辑给国土空间规划编制带来的影响与转变,探析转变逻辑下乡镇国土空间总体规划编制的五大重点与思路,并以广西融水县香粉乡为例,探索乡镇国土空间总体规划编制体系、目标与重点,以期为国内其他地区乡镇国土空间规划编制提供参考。Ecological civilization construction is the core guidance for building a beautiful China and the fundamental plan for the sustainable development of China.Ecological priority,global control and smart development are fundamental to land and space governance.Based on the three logical understandings of ecological priority,global control and smart development,this paper analyzes the influence and transformation of the cognition on the compilation of land-space planning,and explores the five key points and ideas of the compilation of land-space planning in towns under the new transformation logic.Finally,taking Xiangfen township of Rongshui Miao Autonomous County as an example,this paper explores the compilation system,objectives and key points of the overall planning of township land-space planning in order to provide reference for other areas in China at township level.
