新时期公共图书馆总分馆制高度效能化发展:制度与业务设计的双驱动

摘　　要：总分馆制是现代公共图书馆服务体系的重要内容,是现代基层文化治理的创新机制。文章回顾二十年来的政策和实践,认为体制障碍、管理乏力、考核形式化等束缚着总分馆制的效能发挥,提出从制度设计层面(建立体系功能治理、完善评价机制、加强县域总分馆)与业务设计层面(空间及服务专业化、主题分馆建设、现代技术应用等)两方面发力,实现“十四五”期间总分馆高度效能化整体突破。The central branch library system is an important part of the modern public library service system.And it is the innovation mechanism of the modern grass-roots cultural governance system.The article reviews the policies and practices in the past two decades,and believes that institutional obstacles,weak management,and formalized assessments restrict the effectiveness of the central branch library system,proposes to work hard from two aspects:the system design level(establishing system function governance,improving the evaluation mechanism,strengthening the central branch library of counties)and the business design level(spatial and service specialization,theme branch library construction,modern technology application,etc.)to achieve the overall breakthrough of central and branch library in high efficiency during the 14th five-year plan period.
