创新生态背景下专利管理政策的研究

摘　　要：创新生态系统的培育有利于创新体系的实施和贯彻,有利于创新成果的高效推进和转化,有利于创新资源的合理分配和利用。专利技术是最为典型和有效的创新成果,针对专利的管理政策尤为重要。专利政策的优化管理有助于创新生态背景下专利布局的引导和优化,有助于创新生态背景下专利成果的转化和利用,有助于推动整个创新生态系统的巩固和优化。提出现有专利管理政策的不足之处,探讨管理政策的优化,分别从政府管理部门、技术服务中介、产学研主体机构以及专利评估等方面出发进行管理政策的优化和完善。The cultivation of innovation ecosystem is conducive to the implementation of innovation system,the efficient promotion and transformation of innovation achievements,and the rational distribution and utilization of innovation resources.The patent technology is the most typical innovation achievement,and the patent management policy is particularly important.The optimized management of patent policy is conducive to the guidance and optimization of patent achievements under the background of innovation ecosystem,the transformation and utilization of patent achievements under the background of innovation ecosystem,and the consolidation and optimization of the whole innovation ecosystem.Through the analysis of multiple urban policies,patent management based on the background of the innovation ecosystem,put forward the deficiency of the existing patent management method,the optimization management policies are also be discussed,respectively from the government management department,technical service intermediary body,production factors and patent evaluation system is optimized and perfect.
