知识图谱推理下的农地非农化政策制定模式探索

摘　　要：制定正确的公共政策,有效推进我国农村非农化问题的解决,是提升我国政府现代化治理能力的重要内容。制定农地非农化政策,需要面对高度不确定性和复杂性的对象,因此,在农地非农化政策制定过程中,一个重要的方法就是基于知识图谱去制定。基于知识图谱政策制定模式,大致可以归为六大类:一是基于理性推理的政策制定模式,二是基于效用推理的政策制定模式,三是基于不确定性推理的政策制定模式,四是基于社会推理的政策制定模式,五是基于公共选择和博弈推理的政策制定模式,六是基于智库参与的政策制定模式。在全球智库快速发展中,尤其是在我国新型智库发展建设中,一种在智库参与下的政策制定模式,正在成为农地非农化政策制定或指导的重要范式。To formulate correct public policies and effectively promote the solution of rural non-agricultural problems is an important part of the modernization of our government's governance ability.The formulation of policy of the non-agricultural use of agricultural land needs to face highly uncertain and complex objects.In the process of policy-making,one of the most important methods is based on knowledge map.Based on the knowledge map,policy-making models can be roughly classified into six categories:The first is based on rational reasoning;The second is based on utility reasoning;The third is based on uncertainty reasoning;The fourth is based on social reasoning;The fifth is based on public choice and game reasoning;The sixth is based on the participation of think tanks.In the rapid development of global think tanks,especially in the development and construction of new think tanks in China,a policy-making mode with the participation of think tanks is becoming an important paradigm for policy-making or guidance of farmland non-agricultural transformation.
