农垦人才精准培育与乡村振兴提质融合研究

摘　　要：从农垦时代职责、农垦社会功能、农垦发展质量三方面剖析农垦人才精准培育的现实意义,探讨农垦人才精准培育与乡村振兴提质的机制构建,确立农垦人才培育的基本原则。通过树立“精准培育”的思想,从建立农垦培育新型职业农民体系、建设农垦服务乡村振兴战略实践机制、打造农垦培育新型职业农民教育网络三大途径来探索农垦精准培育新型职业农民,推动乡村振兴提质发展的路径,以期切实提高农垦在实现农业现代化建设和服务乡村振兴战略中的有效性。This paper analyzed the practical significance of the precise cultivation of the talents of state farms from three aspects—the duty of the times of state farms,the social function of state farms and the quality of the development of state farms,and probed into the construction of the mechanism of the precise cultivation of the talents of state farms and the revitalization of rural areas,establishing the basic principle of cultivating agricultural reclamation talents.By establishing the idea of“precision cultivation”,this paper explored three ways to cultivate new type professional farmers precisely by establishing the system of cultivating new type professional farmers by state farms,constructing the strategic practice mechanism of serving rural revitalization by state farms,and creating the educational network of cultivating new type professional farmers by state farms,to promote the way of rural revitalization and quality development,in order to improve the effectiveness of agricultural reclamation in the realization of agricultural modernization and rural revitalization strategy.
