摘 要:洪水保险是行之有效的灾害风险转移手段。通过数据采集与实地调研,分析四川省洪涝灾情与我国洪水保险实践,探讨四川省开展洪水保险试点的必要性,并对川东达州、巴中、广安三市洪水灾害频次与损失进行分析研究,建议在达州市先行开展洪水巨灾保险试点。从试点目标、基本原则、保险模式、风险范围、保险标的、保险金额、保险费率、保费补贴、保险给付、风险分担、洪水保险基金以及制度保障等方面设计洪水保险试点方案。Flood insurance is an effective means of transferring disaster risk. Through data collection and field research, we analyze the flood disaster in Sichuan province and the flood insurance practice in China, and discusse the necessity of carrying out the flood insurance pilot program in Sichuan province. Besides, the frequency and loss of flood disaster in such three cities of east Sichuan as Dazhou, Bazhong and Guang’an are analyzed and studied and then it is suggested to carry out pilot flood catastrophe insurance in Dazhou. The pilot scheme of flood insurance is designed from the aspects of pilot objective, basic principles, insurance mode, risk scope, insurance subject, insurance amount, insurance rate, premium subsidy, insurance payment, risk sharing, flood insurance fund and system guarantee.
