基于应急资源保障度的应急管理绩效评价模型研究

摘　　要：应急资源供给是否满足应急需求直接决定着应急管理绩效。从应急资源保障度视角设计应急管理绩效评价模型,首先对灾害的应对任务进行分解,确定每项应对任务所需要的应急资源,并以此构建应急管理绩效评价指标体系;其次以应急资源供给对应急需求的满足程度为依据构建应急管理绩效评价准则;最后将序关系分析和模糊集对分析法相结合构建应急管理绩效评价方法。算例表明,基于应急资源保障度的应急管理绩效评价模型能从应急资源需求-供给视角科学评判应急管理绩效水平,既避免了因应急资源供给不足而导致应急失灵,又避免了因应急资源供给过多而导致过度应急,为应急管理绩效评价提供新思路。Whether emergency resource are met emergency demands directly determines the performance of emergency management. Evaluation model of emergency management is designed from the perspective of support degree of emergency resource. Firstly, the disaster response tasks are decomposed, and the emergency resource required for each emergency task is determined, and then the emergency management performance evaluation index system is built. Secondly, the emergency management performance evaluation criteria is designed based on the satisfaction degree of emergency resource supply to emergency demand. Finally, Emergency management performance evaluation method is designed based on the order relationship analysis and fuzzy set pair analysis method. Example verification shows that the emergency management performance evaluation model based on emergency resource support degree could scientifically judge the emergency management performance level from the perspective of emergency resource demand and supply, avoiding emergency failure by insufficient supply of emergency resources and emergency excessive response caused by excessive supply of emergency resources, which could provide new ideas for emergency management performance evaluation.
