人才新政背景下上海人才居住困境及保障性住房机制研究

摘　　要：当前,科技创新已成为国家和地区综合实力的重要标志,创新型人才成为人才引进的重点对象。上海实施人才新政后,人才集聚力度大大增强,仅2017年通过新政引入的人才就达5400人。但由于辖区土地面积限制和过快上涨的房价等影响,使人才住房配套措施难以同步跟上。现阶段,上海人才居住主要存在房源不足、区域分布不平衡、人才住房申请门槛过高、普通人才覆盖少及管理服务不到位等难题。借鉴国内外相关经验,破解上海人才“居住难”的问题,应本着“规划优先、多措并举”的思路,实行“实物配租”与“货币补贴”相结合,引入第三方参与投资与管理,以“代理经租”开拓社会房源,构建上海保障性人才住房的供应、分配及管理一体化体系。At present,scientific and technological innovation has become a symbol of national and regional comprehensive strength,and innovative talents have become the key objects of talent introduction.After the implementation of the new talent policies in Shanghai,the talent gathering strength has been greatly enhanced.In 2017 alone,5400 talents were introduced under the new policies.However,due to the influences such as regional land area restriction and excessively rapid growth of housing prices,it is difficult to make the supporting measures to talent housing keep pace.At present,there are some problems in Shanghai talent housing,such as insufficient housing resources,unbalanced regional distribution,high threshold of application for talent housing,less coverage of ordinary talents and inadequate management services.In order to solve the problem of"difficult housing"for talents in Shanghai by learning from the relevant experience at home and abroad,we should follow the idea of"planning first and taking multiple measures simultaneously",implement the policy combining"housing distribution and renting"and"monetary subsidy",introduce third parties to participate in investment and management,develop social housing resources by means of"agency operational renting",and build an integrated system of supply,distribution and management of affordable talent housing in Shanghai.
