英国癌症药物基金管理模式及其对我国的启示

摘　　要：目的:为我国开展创新药的过渡报销途径提供参考与建议。方法:通过文献研究法和英国政府部门网站的资料搜集,分析英国癌症药物基金的管理模式。结果:癌症药物基金的建立为有可能满足卫生技术评估标准但是存在临床不确定性的抗癌药提供了正式纳入国家卫生服务体系之前的过渡性报销渠道。同时,癌症药物基金通过与企业签订的协议和财务控制机制平衡了基金的财务压力并分担了疗效风险。结论:我国可借鉴英国癌症药物基金的管理模式,设立创新药的过渡报销专项基金、建立创新药过程评估机制以及通过协议进行风险分担。OBJECTIVE To provide reference and suggestions for the establishment of transitional reimbursement for innovative drugs in China.METHODS By literature research method and the data collection of the UK government department website,the management model of the Cancer Drug Fund in the UK was analyzed.RESULTS The establishment of the Cancer Drug Fund provides a transitional reimbursement channel for anticancer drugs that are likely to meet the Health Technology Assessment criteria with clinical uncertainty.At the same time,the Cancer Drug Fund has balanced the financial pressure and shared the risk of effects through agreements with the companies and financial control mechanisms.CONCLUSION China can learn from the management model of the UK Cancer Drug Fund,set up a special fund for transitional reimbursement of innovative drugs,establish a processual evaluation mechanism for innovative drug and sharing risks through agreements.
