中央地勘企业引入职业经理人制度的思考

摘　　要：职业经理人制度是国有企业在人事管理制度上的重大变革,有利于进一步深化"三项制度"改革,激活国企经营层活力,健全法人治理结构,助力国有企业创新发展。中央地勘企业引入职业经理人制度的主要策略:(1)充分理解和宣传引入职业经理人核心意义,契约化管理和市场化激励是推行职业经理人制度的重要条件;(2)明确职业经理人责任、权利、义务,严格执行任期管理和目标考核,实现职业经理人身份市场化;(3)选择充分竞争行业领域的企业开展试点,更能充分利用职业经理人的激励机制激活企业发展;(4)进一步加强董事会建设,牢牢把握党领导国有企业的重大政治原则。The professional manager system is a major reform in the personnel management system of state-owned enterprises.It is conducive to further deepening the"three systems"reform,activating the vitality of the management of state-owned enterprises,improving the state-owned enterprises governance structure,and assisting the innovation and development of the state-owned enterprises.The main strategies of introducing professional manager system in central geological exploration enterprises are as follows:(1)Fully understand and publicize the core significance of introducing professional managers,take contractual management and market-oriented incentives as the important conditions of the implementation of professional manager system;(2)Clearly define the responsibilities,rights and obligations of professional manager,and strictly implement the tenure management and target assessments,in order to achieve the marketization of professional managers’identity;(3)Select the enterprises in the field of fully competitive industries to carry out the pilot project,in order to make full use of the incentive mechanism of professional managers to activate the development of enterprises;(4)Further strengthen the construction of the board of directors and firmly grasp the major political principles of the party’s leadership of state-owned enterprises.
