摘　　要：2020年,海南即将迈入自由贸易港的历史性阶段,当今世界最高层次的开放型经济,急需解决与国际最高开放标准相适应的国际化科技人才短缺这一现实瓶颈问题。因此,海南在持续加大人才引进工作力度的同时,力图通过深化教育改革开放,建设国际教育创新岛,提升教育国际化水平,尤为重视培养服务和支撑旅游业,现代服务业、高新技术产业等的国际化知识型科技人才。为此,以中国新时代人才观为引领,立足海南探索建设自由贸易港实际,批判性地借鉴学习新加坡,迪拜、澳门,香港等的经验和教训,构建国际化人才创新培养模式,并科学规划提出核心路径。Hainan is about to take the lead in entering the historic stage of a free trade port.At the highest level of the open economy in the world today,it is urgent to resolve the practical bottleneck of a shortage of international science and technology talents that is compatible with the highest international open standards.Therefore,while Hainan continues to increase its efforts in talent introduction,it strives to deepen education reform and opening up,build an international education innovation island,and raise the level of education internationalization.It attaches particular importance to cultivating services and supporting tourism,modern service industries,high-tech indus-tries International knowledge—based technology talents.To this end,this article is guided by China's new era talent concept,based on Hainan's exploration and construction of a free trade port,critically learning from the ex-periences and lessons of Singapore,Dubai,Macao,Hong Kong,etc.,to build an international talent innovation training model,and scientific The plan proposes a core path.
