新冠肺炎疫情后行业类高等学校发展非学历教育筹措教育经费的思考与分析

摘　　要：从新冠肺炎疫情后财政压力加剧出发,首先探讨了高等学校尤其是行业类高等学校教育经费来源的现状,然后通过对行业类高等学校发展非学历教育的内部优势、劣势和外部的机会和威胁等分析,引入广泛应用于企业战略的SWOT分析法,根据SWOT理论,通过调查将内部环境和外部环境分别列举出来,并依照矩阵形式排列,进而用系统分析的思想,把各种因素相互匹配起来加以分析,从中得出一系列相应的战略对策结论,从而得出发展非学历教育筹措教育经费大有潜力的结论。Starting from the increasing financial pressure after the outbreak of Covid-19,this paper first discusses the current situation of educational funding sources in colleges and universities,especially in industry-oriented colleges and universities.Then,through the analysis of the internal advantages,disadvantages and external opportunities and threats of the development of non-degree education in industry-oriented colleges and universities,it introduces the SWOT analysis method which is widely used in enterprise strategy.According to the SWOT theory,through the investigation,this paper lists the internal environment and the external environment respectively,and arranges them according to the matrix form,then uses the thought of system analysis to match all kinds of factors to analyze each other,and draws a series of corresponding strategic countermeasure conclusions from them,so as to draw a conclusion that there is great potential for the development of non-degree education to raise education funds.
