国有企业“大监督”体系构建的几点认识

摘　　要：大监督体系涉及纪检监察部、内控审计部、监事会、法律事务部和工会五个部门,这五个部门的最终目的都是保证经济的本质安全,但在履职依据、职责定位、监督方式、监督内容方面都有自己的特点。要充分发挥大监督体系整合企业内部监督资源,着力提升国有企业内部监督实效的作用,就要建立完善“大监督”组织体制,建立“大监督”信息共享机制,建立“大监督”成效考核机制,以及强化“大监督”人才队伍建设。The large supervision system involves five departments,namely,discipline inspection and supervision department,internal control department,supervisory board,legal affairs department and trade union.The ultimate aim of these five departments is to ensure the essential safety of the economy,However,it has its own characteristics in the basis of performance of duties,the orientation of duties,the way of supervision and the content of supervision.In order to give full play to the internal supervision resources of the large supervision system and enhance the effectiveness of the internal supervision of state-owned enterprises,we must establish and improve the organizational system,information sharing mechanism and performance evaluation mechanism,and strengthen the talent team construction,of the“large supervision”.
