摘 要:经过20年的发展,高等教育大众化背景下兴办的地方应用型本科高校已经成为我国高等教育体系的重要有生力量。面对新的高质量发展要求,教师的主体地位和关键作用决定着地方应用型高校战略目标的实现。从人力资源管理的视角,地方应用型本科高校教师学术发展存在观念的转变、制度的供需等矛盾与冲突。应该从学术定位、政策运用、岗位设置与聘任、绩效管理、学术评价制度、培养制度等方面进行改革,以观念转变和制度创新化解矛盾,从而促进该类高校教师人力资本价值提升,最大限度地发挥人力资本效能。After 20 years of development,the local application-oriented universities established under the background of the higher education popularization have become an important force in the higher education system in China.Facing the new requirements of high quality development,the teachers’principal positions and key roles determine the realization of the local application-oriented universities’strategic objectives.From the perspective of human resources management,this paper tries to explore the contradictions and conflicts in the academic development of local application-oriented university teachers,such as the change and invariability of ideas,the supply and demand of system,etc.In order to promote the values of human capital and maximize the effectiveness of human capital of teachers in these universities,reforms on academic orientation,policy application,post setting and appointment,performance management,academic evaluation system and training system should be enhanced to resolve the contradictions by changing ideas and innovating systems.
