摘 要:在英国,学校委员会和学生委员会是学生参与学校治理的重要途径,旨在发挥民主教育的作用。古特曼认为,民主教育意味着教育目的和手段都是民主。为了增进民主教育,她要求从反民主因素即压制性和歧视性因素反思教育。从这两种因素审视英国学校委员会和学生委员会的民主运作,可以发现英国学校存在威权主义的压制性因素和参与资格限制等的歧视性因素。消除这些不民主的因素,需要不断审视学生的参与经验,树立儿童权利观与民主观念,强化民主参与的包容性。School Councils or Pupil Councils are important ways for students to participate in school governance in the UK. and their operation aims to play the role of democratic education. According to Gutman, democratic education means that the purpose and means of education are democratic. She called for reflection on education from the anti-democratic factors that is repression and discrimination, in order to promote democratic education. It can be found that there are discriminatory factors such as authoritarianism and participation qualification restrictions in British schools, from these two factors to examine the democratic functioning of School Councils or Pupil Councils. It is necessary to constantly examine the experience of students’ participation, establish the concept of children’s rights and democracy, and strengthen the inclusiveness of democratic participation in order to eliminate these undemocratic factors.
