水电工程移民安置规划与国土空间规划衔接的几点思考

摘　　要：国土空间规划是国家空间发展的指南,是各类开发保护建设活动的基本依据。国土空间规划体系的提出,充分体现了国家规划管理体制和规划治理思路的转变。从规划理念、规划原则、资源承载能力评价、规划内容等方面对水电工程移民安置规划与国土空间规划的适应性进行分析,并提出一些建议,以期为国土空间规划体系背景下的移民安置规划提供借鉴思路。National territorial space planning is the guide for national space development and the basic basis for all kinds of development,protection and construction activities.The proposal of the national territorial space planning system fully reflects the change of national planning management system and planning governance thinking.The adaptability between the resettlement planning for hydropower projects and the national territorial space planning are analyzed from the aspects of planning concept,planning principle,resource carrying capacity evaluation and planning content,and some suggestions are also put forward in order to provide references for the resettlement planning of hydropower projects under the background of national territorial space planning system.
