摘  要:基于建设开放型政府的时代背景,公平与质量兼顾的教育理念,集中力量办大事的发展逻辑是《国家学生体质健康标准》测试结果公示实施的基础动因。但《国家学生体质健康标准》测试结果公示实施的面不够广,具体体现在参与地区少,公示领域窄;《国家学生体质健康标准》测试结果公示实施的点不够深,具体体现在应付性、随意性、片面性的公开居多。其原因在于信息保密的惯性思维,公示的法律约束有限,公示实施的模糊规定。通过赋予《国家学生体质健康标准》测试结果公示的法律地位,明确《国家学生体质健康标准》测试结果公示的责任机制,构建《国家学生体质健康标准》测试结果公示的评价体系,加大《国家学生体质健康标准》测试结果公示的价值利用,是推进《国家学生体质健康标准》测试结果公示实施的基本方略。Based on the background of building a service-oriented government,on the educational concept of both fairness and quality,and focusing on the development of major events were the basic motivations for the publicity of results of the National Students'Physical Health Standard.However,the publicity and implementation of the test results of national student physical health standard was not wide enough,which was mainly reflected in the few participating areas and the narrow publicity field.The result information was not open enough and was one sided.The reason lay in the inertial thinking of information confidentiality,the limited legal constraints of publicity,and the fuzzy provisions of the implementation of publicity.By giving the test results publicity legal status,clearing the test results publicity responsibility mechanism,building the publicity evaluation system,increasing the value-added use result publicity were the basic strategies.
