摘 要:“双证书”制度作为现代职业教育体系建设的重要组成部分,是当前我国高等职业教育中一种较为理想的人才培养模式,对推进职业教育与劳动力市场有序衔接发挥着重要作用。本文试图从我国职业教育中学历证书与职业资格证书不能有效衔接的制度困境出发,以国家资历框架构建的基本理论和国际经验为基础,提出我国职业教育“双证书”制度创新的驱动机制和实现路径,即:明确职业教育学历证书和职业资格证书互认的参照标准、厘清职业资历与学历资历之间的对应关系、推进职业资格标准与职业教育标准的有效衔接、推动职业资格制度创新与综合配套改革等。Double certificate system,as an important part of modern vocational education system,is an ideal talent training mode in current vocational education in China.It will play an important role in promoting orderly connection between vocational education and labor market.From the institutional dilemma of double certificate system to improve the separation of education certificate and vocational qualification certificate,and based on the basic theory and international experience of the national qualification framework construction,this paper attempts to put forward the new driving mechanism and implementation path of the double certificate system of vocational education in China,that is,to explicit the reference standard of mutual recognition between vocational education diploma and vocational qualification certificate,to clarify the corresponding relationship between vocational qualification and academic qualification,to advance the effective connection between vocational qualification standard and vocational education standard,to promote the innovation of vocational qualification system and comprehensive supporting reform,etc.
