School-running Autonomy as the Essential External Condition of Effective Institutional Research in China

摘  要:经过20年的努力,中国院校研究正面临向更高阶段发展的重要使命。欧美国家的情况表明,重视院校研究是高校适应外部环境变化的一种辅助策略,院校研究的发展受制于高等教育系统的权力配置格局。院校研究之于中国具有特殊性,办学自主权仍是发展和繁荣院校研究的关键因素。管办评分离改革是对高等教育系统权力配置格局的重塑,内外部条件持续向好的中国院校研究仍需要基于中国国情,推动分散的院校研究事项向专业的院校研究机构整合。只有加强院校研究分会与各省份高等教育学会的合作、争取国家层面的政策与经费支持,才能为院校研究创造更为有利的发展空间。After 20 years efforts,China’s institutional research is progressing to the higher development stage.The experience of European and American countries shows that focusing on institutional research is a complementary strategy for colleges and universities adapting to external environmental changes;the development of institutional research is subjected to the power distribution of higher education system.There’re many characteristics for China’s institutional research;and the running autonomy is the key factor to developing institutional research.To promote separation of supervision is the reshaping of higher education system power distribution.With the continuous improvement of internal and external conditions,China’s institutional research should integrate the dispersive institutional research into the professional institution based on the Chinese characteristics.Enhancing the cooperation between the branch association of institutional research and the society of higher education in provinces,and striving for the policy and funding from the government will push institutional research for bright prospects.
