重点生态功能区转移支付改善生态环境了吗?——基于PSM的结果

摘　　要：重点生态功能区转移支付是维护国家生态安全、实现"美丽中国"采取的重要举措。文章采用倾向值匹配法(PSM)实证检验重点生态功能区转移支付的生态效果、效果的动态变化以及转移支付标准高低异质性对生态效果的影响。基于广东省是实施该政策较早、又具有投入资金多等特点,因此选取广东省2011-2017年县级层面统计数据为样本,以生态环境状况指数作为生态效果的衡量指标进行效果分析和评价。研究结果表明,生态转移支付政策的实施有效地改善了重点生态功能区所在县市的生态环境,该类地区生态环境状况指数平均提高约3.42个单位,生态环境质量显著提高4.5%。另外随着生态转移支付拨付年份的增加,该项政策对生态环境质量的改善效果呈现增大的趋势,但在2017年前未达到显著性水平。进一步的政策异质性分析结果表明转移支付标准会影响政策的生态效果。因此建议我国长期实施重点生态功能区转移支付政策,适当加大转移支付拨付力度,提高生态补偿标准,加快建设横向生态补偿机制,发展生态绿色经济,以促进生态环境质量改善。文章采用倾向值匹配法(PSM)验证重点生态功能区转移支付改善生态环境的效果,并在此基础上进行异质性分析,丰富了生态补偿的实证研究成果,为进一步发挥重点生态功能区转移支付维护生态安全的作用、完善我国生态补偿体系提供参考依据。In order to promote the ecological environmental protection behavior of the counties and cities where the key ecological function zones are located and ensure their basic public service levels effectively,and thus promote the coordinated development of the region,the M inistry of Finance of China has implemented the national key ecological function zone transfer payment since 2008.From the year 2008 to 2017,cumulative transfer payment compensation funds amounted to 370.9 billion RM B.As the main regional ecological compensation policy in China at present,can the transfer payments in key ecological function zones effectively stimulate the ecological and environmental protection activities of county and city governments and promote the improvement of the ecological environment quality?In order to answer the above questions,this paper uses the Propensity Score M atching(PSM)to conduct an empirical test on the ecological effects,dynamic changes of the effects,and the heterogeneity of compensation standard of the transfer payment in Key Eco-Functional Areas in China.Due to the fact that Guangdong is the province which implemented the policy earlier in China and the investment amount related to the policy is relatively large,this paper uses the Ecological Index(EI)to measure and evaluate the ecological effect based on the data selected from the county-level statistical data of Guangdong Province from the year 2011 to 2017 as the sample.The results showthat the allocation of the transfer payment in Key Eco-Functional Areas has effectively improved the ecological environment of counties and cities where key ecological function areas are located.The EI of such areas has increased by an average of about 3.42 units,and the ecological environment quality has been significantly improved by4.5%.In addition,with the increase in the year of transfer payment implementation,the effect of this policy on the improvement of ecological environment quality has increased,but it did not reach a significant level before 2017.At the same t
