科技型中小企业技术创新基金绩效评价研究——基于DEA模型的实证分析

摘　　要：在构建DEA绩效评价模型和指标体系基础上,以湖北省为例,对科技型中小企业技术创新基金项目投入产出情况进行绩效分析,结果显示项目效率整体不高,资金投入上存在冗余现象,而且行业间绩效差异较大,电子信息和光机电一体化等行业绩效效果好于生物医药和新材料行业。要进一步提高创新基金使用效率,增强其在促进企业技术创新中的作用,需从实现全过程绩效评价、以企业为中心、建立绩效评价公开和反馈机制、完善评价数据库等方面予以优化。On the basis of establishing DEA performance evaluation model and indicator system,this paper takes Technology Innovation Fund for high-tech small and medium sized enterprises approved by Hubei Province as the research object and conducts performance analysis on its input-output situation.The results show that the overall input-output efficiency of the project is not high,there is redundancy in capital input;and the performance difference between industries is large,the performance of the industries of electronic information and optical,mechanical and electronic integration is better than that of the bio-medicine and new materials.To further improve the use efficiency of innovation funds and enhance their role in promoting technological innovation of enterprises,it is necessary to optimize from the aspects of realizing whole-process performance evaluation,taking enterprises as the center,forming diversified innovation fund source mechanism,establishing performance evaluation openness and feedback mechanism,and improving performance evaluation database.
