摘　　要：治理效能是现代社会组织治理的基本要求。高等教育治理由制度优势向治理效能转化是人民群众对优质高等教育资源的诉求表达,是新时代高等教育治理现代化的内在要求。高等学校应充分发挥中国特色现代大学制度以人民为中心的政治优势,以党的领导为核心的组织优势,以改革创新为重心的路径优势,落实党对高校工作的全面领导、贯彻立德树人的根本任务;坚持党委领导下的校长负责制、提高校长治校的治理效率;完善教授治学的学术治理体系、保障教授治学的治理能力;探索多元主体协商共治的治理模式,生成现代大学治理的社会效益。Governance efficiency is the basic requirement of modern social organization governance.The transformation from institutional advantages to governance efficiency of higher education governance is the manifestation of people’s demands for high-quality higher education resources,meanwhile,it is the inherent requirement of higher education governance modernization in the new era.The universities should utilize the political advantages of modern university system with Chinese characteristics,such as the political advantages of taking the people as the center,the organizational advantages with the party’s leadership as the core,and the path advantages with the focus on reform and innovation.Universities should implement the party’s overall leadership over the work of universities and the fundamental task of establishing morality and cultivating talents;adhere to the system of president’s responsibility under the leadership of the Party committee and improve the efficiency of president’s governance;improve the academic governance system of professors’academic governance and ensure their governance ability;and explore the governance mode of multi-agent co-governance and generate the social benefits of modern university governance.
