摘　　要：日本自20世纪80年代末开始对高等教育进行全面改革,致力于创建世界一流大学和培养适应社会发展的高素质人才。在历次高等教育战略更新中,日本始终重视高层次人才培养和高质量科研成果的“双提升”,重视大学国际化发展,坚持采用“产官学”方式培养科研创新能力,同时,随着世界一流大学战略的调整,日本大学在人才培养目标、遴选方式、建设主体、资金制度等方面也做出了改变,更注重世界公民的培养、专业评价机构的参与、竞争性资助机制及学校的统筹规划,这对于处于“双一流”建设中的我国高等教育发展有着非常重要的借鉴意义。Japan has carried out a comprehensive reform of higher education since the end of 1980s,it committed to creating world-class universities and cultivating high-quality talents who could adapt to social development.During the updating of all the previous higher education strategies,Japan always attaches great importance to the“double increase”of the cultivation of high-level talents and the improvement of high-quality scientific research achievements,attaches great importance to the international development of universities,and adheres to implement the methods which is the combination of industry,government and academic to cultivate scientific research and innovation capabilities.Meanwhile,with the adjustment of the strategy of world-class universities,Japanese universities have also made changes in the talents’training goals,selection methods,main body of construction and the funding system.They have also paid more attention to the cultivation of world citizens,the participation of professional evaluation agencies,the overall planning of the competitive funding mechanism and school.There will be very important reference significance for the development of higher education of our country in the construction of“Double First-Class”.
