摘 要:国防科技成果再研发是基于具有特殊社会属性的国防科技成果,面向市场进行的兼顾国防安全、社会效益和经济效益的复杂创新。针对国防科技成果再研发动能不足等现实矛盾,运用三螺旋理论系统分析政府部门、科研机构、产业组织三大主体的功能和比较优势;分析了协同创新的内生动力、推动力、支撑力和牵引力等四种动力要素及其传导,进一步提出了六种国防科技成果再研发模式;从主体激励、环节管理、要素保障等三个维度提出了合理化对策。The market oriented R&D of national defense science and technology achievements is a comprehensive and complex innovation activity,which is based on the existing achievements with special social attributes and takes into account national defense security,social benefits and economic benefits.In view of the contradiction of the lack of momentum in the market oriented R&D of national defense science and technology achievements,this paper analyzes the functions and comparative advantages of government departments,scientific research institutions and industrial organizations.It analyzes four driving factors of collaborative innovation,such as endogenous power,driving force,supporting force and pulling force,and further generalizes six models of the market oriented R&D of national defense science and technology achievements.Finally,the article proposes reasonable countermeasures in terms of the main body incentive,critical link management,factor guarantee,etc..
