摘　　要：中国海洋经济多年来保持高速增长,但随着经济发展整体步入新常态,海洋产业生产方式落后、创新技术不足、资源环境承载力减弱、资源配置不合理等问题日益突出,海洋产业发展增速也逐步减缓。沿海海洋产业可持续发展水平日益成为未来中国海洋经济高质量发展的瓶颈。科学评价海洋产业可持续发展水平,有助于综合判定存在的问题,引导地方有针对性地制定解决对策,推进海洋经济高质量发展。当前针对海洋产业可持续发展水平评价的研究主要集中在对海洋渔业、旅游娱乐、港口、可再生能源等单个海洋产业的评价,对中国全部沿海地区、多因素、多产业的综合性评价不足。文章采用多因素综合评价法、主成分分析法、层次分析法等方法建立中国海洋产业可持续发展水平综合评价模型,以11个沿海省域为单元,对2007—2016年10年来中国海洋产业的可持续发展水平进行了综合评价。评价结果认为,中国海洋产业可持续发展水平空间分异特征明显,珠江三角洲、长江三角洲地区的海洋产业可持续发展水平,高于环渤海地区,远优于环北部湾地区;多数沿海省区市海洋产业可持续发展水平逐渐上升;在生态文明建设的背景下,如何平衡资源开发与生态环境保护成为海洋产业可持续发展的关键。China's marine economy has maintained rapid growth for many years,but as the economy as a whole enters a new normal,the questions of which the mode of production of marine industry is backward,the innovation technology is insufficient,the resources carrying capacity is weakened,the resources disposition is unreasonable and so on is increasingly prominent,the marine industry development speed also gradually slows down.The sustainable development level of coastal marine industry is becoming the bottleneck of high-quality development of China's marine economy in the future.The scientific evaluation of the sustainable development level of marine industry is helpful to judge the existing problems comprehensively,to guide the local to formulate the corresponding countermeasures,and to promote the high-quality development of marine economy.The current research on the sustainable development level of marine industry mainly focuses on the evaluation of marine fishery,tourism and entertainment,ports,renewable energy and other individual marine industries.The comprehensive evaluation of all coastal areas,multi-factors and multi-industries in China is inadequate.This paper adopts multi-factor comprehensive evaluation method,principal component analysis method and analytic hierarchy process to establish a comprehensive evaluation model for the sustainable development level of China's marine industry,with 11 coastal provinces as the unit,for the Chinese marine industry in the 10 years from 2007 to 2016.It is concluded that the sustainable development level of marine industry in the Pearl River Delta and Yangtze River Delta is higher than that in the Bohai Economic Rim and far prior to that in the region around Gulf of Tonkin;most coastal provinces and cities marine industry's level of sustainable development is gradually rising;Under the background of ecological civilization construction,how to balance resource development and eco-environmental protection has become the key to the sustainable development of the marine industry
