江山市生态公益林社会化管理实证研究

摘　　要：江山市于2004年建立森林生态效益补偿机制,建立了专职护林员管理模式,截止2017年,已建成省级以上重点生态公益林6.67万hm^2。自2018年1月1日始,江山市开展了生态公益林社会化管理试点,对全市6.40万hm^2生态公益林进行了社会化管理。文章对2018-2019年2年的社会化管理初步实践进行了分析研究,总结出生态公益林社会化管理要点:一是将具有市场竞争机制的公共资源交易平台引入其中;二是政府向社会机构购买服务必须首先着力培育公共服务市场,壮大社会机构;三是政府和社会资源的有机高效整合。In 2014,compensation for ecological forest was found in Jiangshan city,Zhejiang province with full time foresters.By the end of 2017,there were 66,700 ha of provincial or national ecological forest.Dated from January 1st 2018,pilot project was operated on socialized management of 64,000 ha of ecological forest in Jiangshan.Analysis on 2 year experiment demonstrated that it should introduce public resources trading platform with market and competitive mechanism,promote public service market before purchasing.Integrating government and social resources was very important.
