摘　　要：重大决策社会稳定风险评估作为一项重要的决策机制,自地方政府探索建立并在中央层面被确立后已在全国范围内实施多年。新近公布施行的《重大行政决策程序暂行条例》的有关规定可被视作对该机制的立法确认,也为优化对该机制的设计、改进对该机制的实施提供了重要契机。本文从重大决策稳定风险评估机制的功能、所体现或遵循的范式及与其实施有关的责任等三个维度,分析了该机制的设计与实施及其中可能存在的问题,以为优化相关设计、改进相关实践提供可能的借鉴。As an important decisiomaking mechanism innovated by local government and then adopted by the Center,risk assessment of social stability in major decision-making has been implemented for many years.lt has also been confirmed and improved by the newly enacted wProvisional Regulations on Major Administrative Decisiomaking Proceduresw.This article discusses and analyzes the designs,implementation and related problems of the mechanism from three perspectives:the function of the mechanism,the paradigm embodied in the mechanism,and the accountability throughout its implementation,and by doing so,provides possible suggestions for improving its design and implementation.
