摘 要:从国家教育现代化的推进进程和雄安新区建设的阶段性特征来看,雄安新区基础教育办学体制创新是具有重大战略意义的教育现代化试验。基于提升优质资源利用率、保障优质教育公共服务与多主体资源整合的考虑,雄安新区基础教育办学体制改革创新十分必要。综合办学体制研究的理论基础和“政府主导的合作办学”的深圳经验,雄安新区基础教育办学体制创新应该沿着权力分配和多元共治两条路径,实现政府主导下的权力多中心化和公益性主导下的教育服务多主体化。From the perspective of the promotion of national educational modernization and the phased characteristics of the construction of Xiongan,the innovation of Xiongan’s elementary education system can be an experiment for educational modernization with great strategic significance,which can be necessary with the consideration of the improvement of the utilization rate of high-quality resources,ensuring high-quality education public services and the integration of the resources from different subjects.Through reflection on the theory of school-running system and analysis Shenzhen’s practice in“government-led cooperative school-running”,this paper gets the conclusion that power distribution and multi-governance can be two paths for the innovation of Xiongan’s elementary education system,which can benefit for realizing multi-centralization of power under the guidance of government and multi-subject provision of education services under the guidance of public welfare.
