摘　　要：从政府公共服务的视角探讨农地发展权价值的演化路径,旨在验证公共服务对农地发展权价值资本化影响及贡献程度,为土地增值收益的分配提供价值参考。本文基于全国35个大中城市2001-2017年动态面板数据,运用系统GMM方法验证了政府公共服务对农地发展权价值的外部辐射影响,从理论上阐释其形成机理遵循价值投入隐化与价值输出显化的逻辑,得出农地发展权价值更倾向于大部分归国有,小部分归农民(集体)所有的结论,并进一步推导出农地转化为工业、商业、居住用地之后二者分配比率。总体层面来看,国家在农地发展权收益中占五到六成,农民(集体)占四到五成。分区层面来看,东部与西部地区国家在农地发展权收益中占五到六成,农民(集体)占四到五成,中部地区国家与农民(集体)分配比例保持持平。最后提出丰富土地权利内涵、农民与集体内部发展权收益向农民倾斜、加快构建农村集体组织成员资格权以及财政上应向农村公共服务领域倾斜的政策建议。From the perspective of Government Public Service,this paper discusses the evolution path of the value of agricultural land development right,in order to verify the impact and contribution of public service on the capitaliza・tion of the value of agricultural land development right,and to provide value reference for the distribution of land value-added income.Based on the dynamic panel data of 35 large and medium-sized cities from 2001 to 2017,this paper uses a systematic GMM method to verify the external radiation effect of government public services on the value of rural land development rights From the theoretical explanation of its formation mechanism,it follows the logic of value input implicit and value output explicit,and draws the conclusion that the value of farmland development right is more inclined to the majority state-owned,and the small part belongs to the peasants(collectives)Furthermore,the paper deduces the ratio of land allocation after the conversion of agricultural land into industrial,commercial and residential land.On the overall level,the State accounts for 50 to 60 percent of the income from the right to agricultural land development,and farmers(collectives)account for 40 to 50 percent.On the sub-regional level,in the eastern and western area,the State account for 50 to 60 percent of the income from the right to agricultural land development Farmers(collectives)accounted for 40%to 50%,in the central regions,the State and farmers(collectives)shares the same distribution ratio.Finally,the paper puts forward some policy suggestions,such as enriching the connotation of land rights,inclining the income of development rights between farmers and collective to farmers,speeding up the construction of membership rights of rural collective organizations and inclining finance to rural public service.
