摘　　要：民办教育新法新政给处于筹资困境中的非营利性民办高校带来了新的机遇与挑战。非营利性民办高校亟需将自身的体制机制优势和分类管理政策的机遇效应转化为更高的办学效能和筹资效能,以高质量办学增强内生性筹资能力、以大力度开放办学拓展社会筹资渠道、以专业化筹资举措突破社会捐赠瓶颈、以法治化办学管理推动扶持政策落实到位,实现筹资路径的多元化和办学经费结构的根本性好转。The new law on private education has brought new opportunities and challenges to non-profit private colleges and universities in the predicament of financing.Non-profit private colleges and universities need to transform their institutional advantages and the opportunity effect of classified management policies into higher school-running efficiency and fund-raising efficiency,to enhance the endogenous financing capacity by running schools with high quality,to expand social financing channels by opening schools with great efforts,to break through the bottleneck of social donation by specialized financing measures,and to promote the implementation of supporting policies by legalized management of running schools,so as to realize the diversification of financing paths and the fundamental improvement of the structure of running funds.
