提升高校科研水平的思考

摘　　要：强化学校民主管理意识、制定科学规范的规章制度、凸显教师主体地位是提升高校科研水平的重要手段。分析了民主管理机制建构的原则:理清形式化与程序化的关系问题、民主与集中的关系问题、代表与民众的关系问题。提出了努力实现高校民主管理、提升高校科研教学水平的方法。应以人为本,确定教师的科研主体地位,建立民主规范的管理机制,树立高校管理的“专业”理念。Strengthening the consciousness of democratic management of the colleges and universities,formulating the scientific and normative regulatory framework and improving the teachers’dominant role are the important means of improving the quality of scientific research in colleges and universities.The research analyzes the principles of constructing domestic management mechanism,including clarifying the relationship between formalization and program,between democracy and centralization and between representatives and the the public.We propose the methods of achieving democracy management of the colleges and universities,and of improving scientific research level of the colleges and universities.It is suggested to take people as the orientation,determine the dominant role of the scientific research of the teachers,establish the democratic and normative management mechanism,and construct the“specialty”concept of the colleges and universities management.
