摘 要:目的探讨疾控工作者胜任基层疾控行业工作的胜任力指标体系,为基层疾控机构人员甄选提供参考依据。方法运用文献研究、德尔菲法、层次分析法建立指标体系及权重。结果纳入专家24名,开展专家咨询2轮,专家积极系数100%,权威系数0.78,意见一致性分别为0.242、0.301,差异均有统计学意义(P<0.05)。问卷Cronbach′sα系数分别为0.931、0.910。最终确定的胜任力指标体系包括一级指标3个、二级指标8个、三级指标52个。一级指标权重排序:素质素养、知识结构、能力技能;二级指标权重排序:个人特征、专业知识、职业素养、专业能力、职业教育、专业技能、辅助知识、卓越能力;前2位三级指标是预防医学相关知识和自信心。结论该研究结果可靠,且该指标体系可作为基层疾控人员选拔的工具。Objective To explore the competency indicators for disease control workers to be able to work in the grassroots Center for Disease Control and Prevention,and provide reference for the selection of personnel at the grassroots disease control organization.Methods Use literature research,Delphi,and Analytic Hierarchy Process to establish indicators and weights.Results A total of 24 public health experts were included,and two rounds of expert consultation were conducted.The positive coefficient of experts was 100%,the authority coefficient was 0.78,and the consensus of the expert opinions of the two rounds was 0.242 and 0.301,which were statistically significant(P<0.05).The Cronbach′sαcoefficients for the two rounds of questionnaires were 0.931 and 0.919,respectively.In this study,3 first-level indicators,8 second-level indicators and 52 third-level indicators were established.The ranking of the first-level indicators weights is:quality and literacy,knowledge structure,abilities and skills.The ranking of the second-level indicators weights is:personal characteristics,professional knowledge,professional literacy,professional abilities,vocational education,professional skills,supplementary knowledge,and extraordinary abilities.Among the third-level indicators,the top two are the knowledge of preventive medicine and self-confidence.Conclusion The results is reliable.And the competency indicators system can be used as a tool for talents selection of grassroots Center for Disease Control and Prevention practitioners.
