摘  要:目的基于"两切断、一转变"的核心理念,探索医院内部绩效考核和分配制度改革。方法采用文献分析和专家咨询为绩效考核和分配改革提供依据,采用回顾性分析和问卷调查分析改革的成效。结果在梳理绩效管理组织架构和完善绩效管理制度及规范的基础上,调整了绩效考核指标体系及权重,构建了点数点值乘积法绩效分配模型,探索建立了以岗位工作量和工作难度为基础,以服务质量、服务效率、成本控制、医德医风、科研教学、病人满意度等核心指标的考核评分为系数的绩效考核分配办法。结论绩效考核和分配制度改革基本得到了临床科室的认可和支持,调动了医护人员的积极性,各项业务指标呈良性发展趋势。Objective Based on“two breaks and one change”,to explore the reform of hospital internal performance assessment and distribution system.Methods Literature analysis and expert consultation were applied to provide the basis for the reform of performance assessment and distribution system reform.Results of the reform were evaluated by retrospective analysis and questionnaire analysis methods.Results Based on the review on the structure of the performance administrative organization and the perfection on the performance management system and the regulation,adjustments on the performance evaluation system and the weight are applied,the dot method model for performance distribution model is built.Performance assessment rules based on the workload and difficulty of a position and assessment on the eight-core assessment are created,including service quality,service efficiency,cost control,medical ethics,scientific research and teaching and patient satisfaction,etc.Conclusion Basically,the reforms receive the recognition and support of clinical departments.It encourages the enthusiasm of the staff,and all business indicators of the hospital show a positive development.
