摘　　要：在推进国家治理体系和治理能力现代化的进程中,作为其中重要组成部分的社会治安治理同样面临着现代化的时代命题。治安治理现代化很大程度上是主体的现代化,主体现代化不仅包括主体的多元构成,而且还包括主体之间信任与合作的关系,以及各主体在网络结构中所处的中心位置,三者构成了整个治安治理主体结构的现代化。这种主体结构现代化的样态就是治安治理共同体。当前,注重群众主体性和社会动员机制的群众工作传统,保安行业发展和志愿者队伍壮大等使得治理主体来源广泛,科技运用在提高治安治理效率的同时重塑治理主体关系所提供的支撑,这些都为治安治理共同体的构建提供了基础。在具体构建时,可以按照利益共同体、情感共同体到价值共同体的路径展开。利益共同体是通过"平安报表"捆绑,实现治安治理各主体的利益整合;情感共同体是通过互动交流,唤醒各主体的治安治理公共情感;价值共同体是在利益整合和情感唤醒基础上的内生治安治理价值认同。In the modernization of national governance system and governance capacity,public order governance is also under modernization.The modernization of public order governance largely refers to modernization of main body of governance,consisting of diversified main bodies of governance,trust and cooperation between the main bodies,and their central positions in the network structure.The modernized structure of main body of governance can be defined as the community for public order governance in the paper.Traditional practices featured by subjectivity and social mobilization mechanism,plural governance resources like security guards and volunteers,and advanced science and technology are the bases for the community for public order governance.The community for public order governance should be built in three aspects—interests,emotions and values.The community for interests aims at the integration of the interests of main bodies of governance through a"safety report";the community for emotion shelps to arouse their common emotions in interaction;the community for values refers to endogenous value recognition of public order governance based on interests integration and emotional arousal.
