摘　　要：“冰山模型”(iceberg model)是一个通用的管理学模型,应用其演变的“洋葱模型”(onion model),对质量问题意识进行结构分析,提出其核心是质量至上、问题导向、敏感风险与主动担当的精神素养,同时指出了核心意识层面缺失是导致质量问题重复出现的主要原因之一。质量问题归零等结构化解决质量问题方法的产生及其不断完善,都是为了彻底解决问题,其核心是认识质量问题原因的层次性,认别“冰山”,消除产生质量问题的根本原因,从而实现质量问题的彻底归零。"Iceberg model"is a general management model.This paper analyzes the structure of quality problem consciousness by using its evolution"onion model",and points out that its core is the spirit of quality first,problem orientation,sensitive risk and active responsibility.At the same time,it points out that the lack of core consciousness is one of the main reasons for the recurrence of quality problems.The emergence and continuous improvements of structural solutions to quality problems,such as quality problem closed loop,are aimed at solving problems thoroughly.Its core is to understand the hierarchy of the causes of quality problems,identify the"iceberg",and eliminate the root causes of quality problems,so as to realize the complete closed loop of quality problems.
