高校思想政治工作政策的主要特征与未来展望——基于政策文本(2004—2019年)的分析

摘　　要：分析高校思想政治工作政策的演进脉络和主要特征,有助于深刻把握新时代高校思想政治工作的任务与要求,全面贯彻新时代党的教育方针、落实立德树人根本任务。以2004年8月中央十六号文件出台和2019年3月习近平总书记在学校思想政治理论课教师座谈会上发表重要讲话为起止节点,对这期间党中央、国务院和相关部委印发的84项政策文本进行综合分析,研究发现其存在明确价值导向、注重分类指导、强化理念创新、完善政策体系等突出特征。基于此,提出做好新时代高校思想政治工作要突出以人才培养为核心、把理想信念教育放在首位、加强哲学社会科学体系建设、推进教师队伍和专门力量建设、加强和改进高校党的建设的政策建议。The analysis of the evolution of ideological and political work policy in colleges and universities is helpful to grasp the tasks and requirements of ideological and political work in colleges and universities in the new era,to fully implement the Party’s educational policy in the new era,and to carry out the fundamental task of building morality and cultivating people.This article comprehensively analyzes the text of the 84 policy versions issued by the Party Central Committee,State Council and related ministries from August 2004 to March 2019,the issuance of central document No.16 to General Secretary XI Jinping’s speech in the symposium on ideological and political theory course.It is found that these policy versions has a clear value orientation,classified guidance,strengthened innovating concepts,perfected policy systems and other prominent features.Based on this,it is proposed that the ideological and political work in colleges and universities in the new era should focus on the cultivation of talents,give priority to the education of ideals and beliefs,strengthen the construction of the system of philosophy and social sciences,promote the construction of teachers and specialized forces,and strengthen and improve the construction of the Party in colleges and universities.
