摘　　要：本文讨论住房价格上涨是否会影响城镇居民对地方政府的政绩评价。政府的工作表现以及居民的利益获得感将影响居民对政府的政绩评价。住房市场化改革之后,住房价格一方面关系到政府的工作表现,另一方面又影响着居民的切身利益。若住房价格上涨导致居民利益受损,则人们可能会给予地方政府负面的政绩评价。通过分析“中国家庭追踪调查”城镇居民样本四期面板数据,本文发现,住房价格上涨将显著降低城镇居民对县市地方政府的政绩评价。尽管拥有住房的居民比没有住房的居民给予县市地方政府相对更高的政绩评价,但总体而言,城镇居民在住房价格上涨时,对县市政府的政绩评价都将降低。由此可见,过去数年的住房价格上涨,给地方政府的绩效评价造成一定程度的负面影响。In this article,we aim to examine whether housing price rise has a causal effect on urban residents’evaluation of local government’s performance.we hypothesize that the rapid rise in housing price will lead to residents’negative evaluation of local government’s performance,as Chinese local governments are believed to be deeply involved in the urban real estate market.We analyze four waves of data from China Family Panel Studies.Our results show that housing price rise significantly reduces urban residents’evaluation of local governments’performance.The negative association between housing price and evaluation of local government’s performance differs by home ownership:homeowners tend to evaluate local government’s performance less negatively than non-owners,although the negative impact of housing price rise on evaluation holds for both groups.In other words,rapid rise of housing price tends to undermine local government’s performance and even legitimacy,suggesting that Chinese local governments should pay more attention to people’s livelihood while seeking a high speed of economic growth.
