摘 要:普及高中阶段教育重点和难点在少数民族贫困地区。贫困民族地区高中阶段教育普及的政策轨迹大致经历了适度普及、着力扩大规模以及迈入普及攻坚新阶段的发展历程。发挥减贫功能、促进教育公平、优化普职结构、提升教育质量是贫困民族地区普及高中阶段教育不同维度的具体内涵。推进高中教育的普及需要从价值立场到实践方式上谋求系统性变革,包括构建面向个体发展的教育,促进贫困民族地区高中阶段教育减贫功能的生成;落实差别补偿原则,保障贫困民族地区和贫困人口高中阶段教育发展的实际需求;推进普职融通,搭建贫困民族地区学生学习成长"立交桥";加快教育现代化,完善贫困民族地区高中教育治理体系和治理能力现代化建设,从而实现贫困民族地区高中阶段教育的普及发展和优质提升。The vital difficulties in popularizing high school education lies in poor ethnic areas. The policy for the popularization of high school education in the poverty-stricken ethnic areas has experienced three stages,i.e. moderate promotion,focusing on scale expansion and entering new stage of popularization. The concrete connotation of popularizing high school education in the poverty-stricken ethnic areas are demonstrated in different dimensions through playing the function of poverty reduction,promoting education equity,optimizing the structure of general employment and improving the quality of education. Promoting popularization requires systematic change from value standpoint to practice,including fostering education oriented towards individual development,and promoting the function of poverty reduction in high school education in poverty-stricken areas;implementation of the principle of differentiated compensation to ensure fulfilling actual needs of the education development in ethnic poverty-stricken areas at the high school education level;promoting the integration of high school and vocational education,so as to bridge the gap for students in poverty-stricken areas;accelerating modernization of education,improving the governance system and capacity modernization of high school education in ethnic poverty-stricken areas,so as to achieve the universal development and quality improvement of high school education in ethnic poverty-stricken areas.
