摘  要:地方高校海外人才引进存在引进效率低下,缺乏科学规划;重引才轻用才,用才机制落后;人才服务缺位,留才保障薄弱的问题。地方高校应借鉴部属高校的成功经验,构建主动的引才机制、科学的用才机制、和谐的留才机制,形成系统化、规范化、常态化的海外人才引进机制,充分发挥后发优势,吸引优秀海外人才加盟,提高师资队伍整体素质和创新能力,为学校事业发展提供坚实的人才保障和不竭的创新动力。There exist some problems in the introduction of overseas talents in local universities,such as low efficiency of introduction,lack of scientific planning,emphasis on talent introduction and neglect of talent utilization,backward talent-utilization mechanism,lack of talent service and weak guarantee of talent retention.Local universities should learn from the successful experience of the universities affiliated to the Ministry of Education to build an active mechanism of attracting talents,scientific mechanism of using talents and harmonious mechanism of retaining talents,form a systematic,standardized and normalized mechanism of overseas talents introduction,give full play to the advantages of latecomers,attract excellent overseas talents to join in,and improve the overall quality and innovation ability of the teaching staff so as to provide a solid talent guarantee for the development of university and an inexhaustible driving force for innovation.
