摘　　要：国民政府设定1940年11月21日为首届防空节纪念日。创设防空节的背景是全面抗战爆发后的严峻防空情势和首都防空大演习的象征性日期。航空委员会和地方军政部门都积极筹办纪念日,不仅发行特刊对防空业务进行回顾与展望,而且举办多重实践活动,动员民众参加和支持防空建设事业。安徽的临时省会、皖南行署和县一级进行充分筹备与实践,为明晰首届防空节纪念活动提供了区域性视角。首届防空节纪念活动虽然促进防空建设取得一定成果,但抗战期间的防空事业仍举步维艰。The Anniversary of the first Air Defense Festival,set by The National Government,is November 21,1940.Its background was the grim air defense situation after the outbreak of Anti-Japanese War and symbolic date of Capital Air Defense Drill.Aviation Commission and local military and administrative departments prepared for the anniversary actively,not only reviewed and prospected air defense business by issuing special issues,but also organized multiple practical activities to mobilize people to participate in and support air defense construction.The temporary provincial capital of Anhui,the administrative office of Southern Anhui and the county level are fully prepared and practiced,which provides a regional perspective for understanding the commemorative activities of the first Air Defense Festival.Although the commemorative activities of the Festival have made some achievements in promoting the construction of air defense,the cause of air defense is still difficult.
