摘  要:文章运用势效系数方法确定回归模型要素产出弹性系数,从而简化了测算人才贡献率的流程,增强了该指标的应用功能。使用1978—2017年有关数据,分年度、分阶段测算了人才贡献率。结果表明:物质资本对经济增长的贡献率一直在不断下降,10年前开始降低到50%以下,2017年创新要素对经济增长的贡献率已经超过物质资本,达到了53.11%,内含人才贡献率17.81%。人才贡献率一直处于下降态势,说明人才资源配置效率须改善。因此,政府决策部门要高度重视人才资源的配置与使用,以促进中国经济增长早日进入创新驱动发展阶段。This paper uses the potential efficiency coefficient method to determine the output elasticity coefficient of regression model elements,thereby simplifying the process of calculating talent contribution rate and enhancing the application function of this index.Then the paper applies the relevant data from 1978 to 2017 to measure the talent contribution rate by year and stage.The results show that the contribution rate of physical capital to economic growth has been declining and it has been reduced to less than 50%in the past decade,and that the contribution rate of innovative factors to economic growth,reaching 53.11%with 17.81%talent contribution rate included,has exceeded that of the physical capital.The long-time downward trend of talent contribution rate indicates that the efficiency of human resource allocation needs to be improved.Therefore,government decision-making departments should attach great importance to the allocation and use of human resources,so as to promote China's economic growth to enter the stage of innovation-driven development at an early date.
