摘　　要：在城乡二元结构背景下,农民工群体基础教育资源分配差距的效应需要引起关注。有效阻止农民工及其家庭贫困的代际传递,政府应该行使公共权力,以教育积极补偿的政策,实施职业培训,提升人力资本,将农民工培养成“高素质技能劳动者和产业工人”,从根本上解决农民工问题。为此,政府要提供更多的职业培训公共产品服务,建构以企业为主体的职业培训合作治理模式,完善教育“立交桥”运行规则,以专门性职业培训立法,确保对农民工群体倾斜的教育政策落实。农民工职业培训作为教育公平的积极补偿,也成为经济发展、社会公平和国家治理现代化的重要举措。Under the dual structure of urban and rural areas,the“inequality”of education is an important factor for the formation of migrant workers.Effectively preventing the inter-generational transmission of poverty among migrant workers and their families requires the government to exercise public power,fulfill the responsibility of“positive compensation”,and help the least beneficiaries to reach the“minimum benefit value”with“unequal”public policies.To fundamentally solve the problem of migrant workers,it is necessary to enhance human capital through vocational training and train migrant workers into“high-quality skilled workers and industrial workers”.To this end,the government should provide more public services of vocational training,construct a cooperative management model of vocational training with enterprises as the main body,perfect the operating rules of educational“overpass”to guarantee the fairness of education,and ensure the implementation of educational policies which benefits for migrant workers through specialized vocational training legislation.As a positive compensation for education equity,vocational training for migrant workers has also become an important measure for economic development,social justice and national governance modernization.
