生态文明视域下公众参与环境保护的制度理性分析

摘　　要：理性认识并积极推动公众参与环境保护制度的丰富与完善,是新时期生态文明视域下一项重要的战略举措,其制度的理性蕴含了环境正义、环境效益、制度理性、以人民为中心等严密的思想理论逻辑。通过公众参与环境保护思想认识、体制机制、制度设计等维度的现状与困境分析,进行了优化和完善公众参与环境保护制度的理性思考。其对于推动我国生态文明制度建设尤其是实现公众参与环境保护制度的创新有着积极的理论及实践意义。It is an important strategic measure under the view of ecological civilization in the new period to understand rationally and promote actively the richness and perfection of public-participated environmental protection institutions.The rationality of its system consists of the strict theoretical logic of environmental justice,environmental benefit,and institutional rationality,people-centered and so on.Through the analysis of the present situation and dilemma of the publicparticipated environmental protection thought,institutional mechanism and institutional design,the rational thinking of promoting and perfecting the public-participated environmental protection institutions have been put forward.It has positive theoretical and practical significance to promote the construction of ecological civilization system especially the innovation of the public-participated environmental protection institutions.
